Claiming against your levy.

If you contribute to the Human Resources Development Fund, most of the cost of training your team is money you have already paid. Here is how the claim works and what we do for you. [Draft copy]

What HRDF is

The Human Resources Development Fund is a Malaysian levy scheme. Registered employers contribute a percentage of payroll, and can then claim the cost of approved training against what they have contributed. For most levy-paying employers, unclaimed contributions are simply money left with the fund.

Whether you are eligible

Broadly, if your organisation is registered with HRD Corp and current on its levy contributions, our courses are claimable. The size threshold and sector coverage have widened over the years, so organisations that were out of scope previously are often in scope now.

The process

  1. You register the training before it runs

    Claims are submitted in advance, not afterwards. This is the single most common reason a claim fails, and it is entirely avoidable.

  2. We supply the documentation

    Course outline, trainer profile, duration, and the details the submission asks for, in the format it asks for.

  3. The training runs, and attendance is recorded

    Attendance records are part of the claim, so we take them properly rather than as an afterthought.

  4. You submit the claim

    With the completion documentation we provide. We will walk a first-time claimant through it.

What we prepare

  • Course outline and learning objectives in submission format.
  • Trainer profile and credentials. [Client to supply]
  • Duration, cohort size and delivery mode.
  • Attendance records and completion documentation.
  • A named person to answer questions during the submission.

What we do not do is submit on your behalf, because the claim is yours and the declarations in it are yours to make. We make sure you never lack a document.

Can we claim for contractors?Generally no — the scheme covers employees. Check your own position.
